John Carr.

ATCO Board Member

John represents retired members of ATCO on the Board.  He joined ATCO in 1979 when he was Chief Public Transport Co-ordinator for Strathclyde Regional Council, a job he describes as one of the best ever in public transport covering bus, rail, community transport, ferry and air services!

He moved to West Yorkshire Metropolitan County Council in 1983 and was seconded to the Association of Metropolitan Authorities to work as a Parliamentary Adviser during the passage of the Transport Bill Act 1985 which deregulated and privatised British Bus Operators. He set up the new West Yorkshire Passenger Transport Authority, a joint authority with elected members drawn from the five West Yorkshire District Councils. In 1986 he merged the PTA Policy Unit with the Metro (West Yorkshire Passenger Transport Executive) Planning Department, later adding responsibility for Marketing and Property Services operating and maintaining Bus Service Infrastructure from Bus Stations to the furthest flung bus stop. In 1993 he was again seconded to act as Parliamentary Adviser on the Railways Act 1993.

He took early retirement in 2004 and was a partner in Elan Public Transport Consultancy until further “retirement” in 2015. John continues to be active in professional associations, ATCO, the Transport Planning Society, CILT and the Bus Centre of Excellence.
